EU Justice Ministers: Cooperation in criminal matters to be intensified
The EU Justice Ministers were today agreed on the necessity of further strengthening cooperation in criminal matters, stated Minister of Justice Leena Luhtanen in concluding the discussion at the Thursday morning meeting of EU Justice Ministers chaired by her.
Luhtanen found the discussion at the meeting constructive. The approach of the Presidency was commended.
This showed that, in spite of recent difficulties, the principle of direct cross-border enforcement of decisions issued by judicial authorities in the Member States, settled here in Tampere seven years ago, still forms the basis of judicial cooperation in criminal matters within the EU, continued Luhtanen.
We have decided to intensify negotiations on the drafting process of legislation and, at the same time, to seek other ways of finding solutions to our common problems, for instance, by observing more closely how the acts are being implemented and applied in the Member States.
Several speakers emphasized the point of view, shared by us, that it is necessary to ensure the fundamental rights of citizens when developing security.
I am pleased that the addresses at today’s meeting expressed widespread support for the idea that, prior to making new proposals, a careful assessment of the necessity of an act, the practical problems involved and the legislation of the Member States should be made. In other words, it should be established that the new acts will bring additional value, i.e., that they will help bring offenders to justice for their acts.
The consideration of earlier initiatives must, of course, continue. Even now there are new important acts for us to discuss, such as the framework decision on the transfer of prisoners, about which a political understanding should be reached during the Finnish Presidency.
