Tehtävänä on laatia arviomuistio siitä, vastaavatko järjestäytyneeseen rasismiin liittyvät rikoslain säännökset YK:n rotusyrjinnän vastaisen yleissopimuksen määräyksiä ja ovatko ne muutenkin riittävän selviä ja kattavia. Lainsäädännön muutostarpeiden ilmetessä arviomuistiossa on samalla luonnosteltava tarvittavat muutokset.
