Drawing up an action programme for combating racism and promoting good relations between population groups is an integral part of the anti-discrimination work of Prime Minister Sanna Marin’s Government. The action plan is being prepared by a broad-based working group which, based on a situation assessment, will plan a set of measures to combat racism and promote good relations between population groups in different sectors of society.

Goals and results
The aim with the action plan is to combat racism and discrimination and promote good relations between population groups. The action plan is based on the Government Programme, the situation assessment carried out during the preparation, research data on discrimination, equality and relations between population groups, and international recommendations and good practices.
Concrete measures in different sectors of society will be carried out within the framework of the action plan. The action plan will deal with action against hate speech and hate crime, non-discrimination in working life, and influencing attitudes and relations between different population groups, for example. In addition, efforts will be made to strengthen a culture where racism is intervened in.

Pääministeri Marinin hallitusohjelmassa linjataan, että rasismia ja syrjintää torjutaan kaikilla yhteiskunnan osa-alueilla ja hallitus laatii rasismin ja syrjinnän vastaisen toimintaohjelman. Lisäksi hallituskaudella laaditaan laaja-alainen hyvien väestösuhteiden edistämisen toimintaohjelma täydentämään valtion kotouttamisohjelmaa sekä arvioidaan tarve puuttua vakavimpiin järjestäytyneen rasismin muotoihin lainsäädännön keinoin.
Perustuslain 22 § mukaan julkisen vallan on turvattava perusoikeuksien ja ihmisoikeuksien toteutuminen. Rasismi ja syrjintä ovat ilmiöitä jotka loukkaavat sen kohteena olevien ihmisarvoa ja estävät oikeuksien toteutumista. Rasismi ja syrjintä vaikuttavat myös kielteisesti eri väestöryhmien välisiin suhteisiin, vähentävät luottamusta eri ryhmien välillä ja lisäävät turvattomuuden tunnetta ja riskiä syrjäytyä yhteiskunnasta.
Valtioneuvoston toteuttamaa rasismin ja syrjinnän vastaista politiikka on viime vuosina tehty osana laajempaa kansallista perus- ja ihmisoikeuspolitiikkaa eikä erillistä rasismin ja syrjinnän vastaista toimintaohjelmaa ole tehty sitten vuoden 2001 Paavo Lipposen II hallituksen etnisen syrjinnän ja rasismin vastainen toimintaohjelman. Suomi on saanut lukuisia suosituksia eri kansainvälisiltä ihmisoikeussopimusvalvontaelimiltä liittyen rasismiin ja syrjintää puuttumiseen sekä vihapuheen ja viharikollisuudet torjuntaan.
The aim with the action plan is to combat racism and discrimination and promote good relations between population groups. The action plan is based on the Government Programme, the situation assessment carried out during the preparation, research data on discrimination, equality and relations between population groups, and international recommendations and good practices.
Concrete measures in different sectors of society will be carried out within the framework of the action plan. The action plan will deal with action against hate speech and hate crime, non-discrimination in working life, and influencing attitudes and relations between different population groups, for example. In addition, efforts will be made to strengthen a culture where racism is intervened in.
A cross-sectoral working group is preparing the action plan in cooperation with various stakeholders, and it is scheduled to be completed by the end of 2020. As part of the preparation, a situation assessment is carried out together with civil society organisations, research institutes and authorities. The assessment examined, among other things, the relevant legislation, means of combating racism and discrimination in different administrative sectors, and experiences that different population groups have of racism and discrimination in Finland.
The action plan will be adopted as a Government resolution in 2021. The measures specified in the plan will be carried out in 2021–2023. The working group will monitor the progress of the implementation of the action plan and draw up a summary of the measures taken for a mid-term review of the Government.
