Goals and results

Prime Minister Orpo's Government Programme outlines that the Government will prepare and implement a national programme to promote democracy and participation. A particular objective is to improve voter turnout and to strengthen the participation of children and young people. The Government will promote the development of good practices in democracy education and human rights education. A culture of good discussion and exchange of opinions will be strengthened in society, starting at an early age, while safeguarding the constitutional freedom of expression and opinion. Moreover, the Government Programme outlines that inclusion and regional equity of young people will be promoted, for example by reinforcing the status of youth councils in municipalities and wellbeing services counties.

The Government aims to strengthen democracy, participation and trust in society. According to the Government Programme of Prime Minister Petteri Orpo new ways to foster these fundamental values with an open mind will be examined. The Government will work for an inclusive and just society and combat segregation.

Finland is a strong democracy whose people have confidence in public institutions. Firm and sustained efforts will be made to safeguard the confidence of the people. A democratic society relies on people being able to take part and be heard. Finland’s future will be built on the responsible use of public power and on open debate focused on finding solutions. The Government promotes social dialogue, which also plays an important role in education for democratic citizenship at schools. Broad-based freedom of expression across society must be supported and maintained.

In line with the Government Programme, Finland promotes the principles of democracy, civil society, fundamental and human rights and the rule of law in all its activities. A society built on trust and good relations between population groups arises from the fact that everyone in Finland can trust that their rights and the principles of gender equality, equality before the law and non-discrimination will be respected and that they will be able to improve their own lives.

Relying on democracy at the local level, the Government will accelerate a controlled transition towards more creative and dynamic municipal government, and will ensure grassroots democracy. The aim is to strengthen democracy, inclusion and equality for the residents of regions.
