Cooperation group on election security

In 2020, the Ministry of Justice appointed a cooperation group on election security preparedness for the term from 2 March 2020 to 30 June 2023. The cooperation group on election security continues the work of the said working group. The term of the new cooperation group extends from 1 July 2023 to 30 June 2027. All general elections will be held once during the said period.

Goals and results

The tasks of the cooperation group on election security are:

- to coordinate intersectoral cooperation among authorities related to ensuring the security of general elections and preparedness in this context,

- to follow the domestic and international debate and developments related to election interference and election security,

- to participate in the work of the European election cooperation network on issues related to election security,

- to improve the exchange of information on situation pictures of information influence activities, hybrid threats and cyber security and on any such changes occurring in them that may affect the conduct of elections or the public confidence in elections,

- to provide expertise in questions related to election security and to coordinate cooperation with other key actors and stakeholders,

- to engage in cooperation with other authorities, networks and working groups responsible for comprehensive security in society and to ensure a well-functioning division of work with the Election-VIRT network and the Government network addressing information influence activities,

- to support the Ministry of Justice and other election authorities in maintaining and improving election security.

Starting points

In Finland, general elections are conducted in a reliable manner. The electoral system is stable and secure. To be able to maintain the stability of the electoral system in the changing societal operating environment, constant development of cooperation among the authorities and a better identification of inappropriate election interference is required.
