Minister of Justice Antti Häkkänen will visit Washington on 19-22 March. On his visit, Minister Häkkänen will meet Jeff Sessions, the Attorney General of the United States. Topics of discussion will include hybrid influence, election security, intelligence, counter-terrorism work and topical transatlantic legal issues such as data protection and questions relating to the operating environment for technology companies.

Minister Häkkänen will also meet Congressional representatives. Discussions will cover, among other things, the USA’s system of oversight for intelligence gathering, crime policy and regulatory challenges of new technology. In addition, Minister Häkkänen will visit the Senate and the US Federal Bureau of Investigation (FBI).

Minister Häkkänen will speak at an event arranged by the World Bank on the relationship between economic growth and the reliability of the legal system. An additional theme of the event will be the new opportunities for civic participation brought by technology and artificial intelligence. Minister Häkkänen will also visit the US Bar Association and review its extensive international project aimed at promoting the idea of the rule of law.

Minister Häkkänen will attend, together with Finland’s Ambassador for Cyber Affairs Pia Rantala-Engberg, an event on the subject of technology law, to be held on Thursday, 22 March. Representatives of technology companies and researchers will also attend the event, and the topics discussed will also include the challenges posed for legislation by digitalisation, cyber crime and electronic evidence.

Minister Häkkänen will visit the International Center for Research on Women (ICRW), where discussions will focus, in particular, on preventing violence against women. Häkkänen will become further acquainted with the US legal aid system and, in particular, the activities of the Legal Services Corporation, which focuses on legal aid for low-income Americans.

Minister Häkkänen will also visit the United States’ largest civil society organisation, the American Civil Liberties Union (ACLU), and learn about its civil rights and democratic development projects.

Minister Häkkänen will discuss international law in a meeting with the American Society of International Law. At the Brookings Institution, which specialises in policy research and public administration development, the focus will be on the challenges to international law and international security presented by digitalisation.

During his visit, Minister Häkkänen will also meet American journalists specialised in legal affairs.
