The aim of the working group is to propose legislative amendments required for the independence of the judiciary, in particular by ensuring constitutional guarantees for the independence of the judiciary. The working group is set up by a working group appointed by the Ministry of Justice in 2023 to examine the development of the judicial system and operates in connection with it.

16.4.2026 | Hallitus esittää muutoksia perustuslain yksityiselämän suojaa koskevaan pykälään. Muutoksilla mahdollistetaan kotirauhan suojan ja luottamuksellisen viestin salaisuuden välttämätön rajoittaminen vakavan rikollisuuden torjumiseksi. Esityksen mukaan kotirauhan suojaa voitaisiin rajoittaa myös tiedon hankkimiseksi sotilaallisesta toiminnasta ja muusta kansallista turvallisuutta vakavasti uhkaavasta toiminnasta.

16.3.2026 | Valtioneuvoston asettama parlamentaarinen ohjausryhmä katsoo, että perustuslain yksityiselämän suojaa koskevan 10 §:n muuttamista koskeva valmistelu voi edetä hallituksen esitykseksi.

Parlamentaarinen ohjausryhmä tukee perustuslain kotirauhan suojaa ja luottamuksellisen viestin salaisuutta koskevien lainkohtien muutoksia valmistelevan työryhmän työtä.

4.12.2025 | Oikeusministeriö pyytää lausuntoja työryhmän mietinnöstä, jossa esitetään tarkistuksia perustuslain 10 §:ään. Tavoitteena on vahvistaa rikosten torjuntaa ja kansallista turvallisuutta hallitusohjelman linjausten mukaisesti. Muutoksilla mahdollistettaisiin kotirauhan suojan ja luottamuksellisen viestin salaisuuden välttämätön rajoittaminen vakavan rikollisuuden torjumiseksi sekä kotirauhan suojan rajoittami...

Valmistellaan tarpeelliset muutokset perustuslain 10 §:ään ottaen huomioon rikos-, siviili- ja sotilastiedusteluun sekä EU-lainsäädäntöön, vakavan rikollisuuden uusiin muotoihin ja teknologiseen kehitykseen liittyvät tarpeet.

Hallituksen esityksen luonnoksessa (7.7.2021) ehdotetaan muutettavaksi lunastuslakia ja eräitä muita lakeja. Muutosten keskeisenä tarkoituksena on turvata lunastettavan omaisuuden haltijan asemaa ja turvata kuntien maapolitiikka.
