In accordance with the Government Programme of Prime Minister Sanna Marin, an act on a transparency register will be enacted in Finland on the basis of parliamentary preparation and in consultation with civil society. The purpose of the act is to improve the transparency of decision-making and, by doing this, to prevent undue influence and reinforce public confidence.

The Government Programme outlines the preparation of the CSO strategy and its implementation plan. The strategy was adopted as a government resolution in June 2024, and implementation will proceed as planned through legislative projects, reports and other development measures. Implementation will continue until April 2027.

We will develop the operating conditions of CSOs in cross-administrative cooperation. The implementation of the strategy includes legislative projects, studies and reports and other development measures. The aim is, for example, to extend the right to tax deductions on donations to CSOs, to reform government grant practices and to form a vision of civil society.

Syftet med reformen av offentlighetslagen är att åstadkomma en allmän lag som på ett ännu tydligare och mera välfungerande sätt kan reglera offentligheten i myndigheternas verksamhet. Målet är att bereda en regeringsproposition som balanserar öppenheten i myndigheternas verksamhet samt behovet av sekretess och som bedömer behoven att uppdatera offentlighetslagen på ett heltäckande sätt.
